Zambales Mining Companies Advance Safety Officer Competency Through SPA SO3 Training with QESH

Continuing their investment in workforce safety and professional development, Zambales Chromite Mining Company, Inc. and Zambales Diversified Metals Corporation once again partnered with QESH Training Center & Consultancy OPC for a Safety Program and Audit (SPA) Training for Safety Officer 3, conducted through webinar from September 16 to 19, 2026.

The four-day advanced program builds on the companies’ previous training engagements with QESH and reflects their continued commitment to developing personnel with higher-level Occupational Safety and Health competencies, particularly in managing, evaluating, and continuously improving workplace safety programs.

Advancing Safety Officer Competency

Designed as an advanced training program for Safety Officer 3, Safety Program and Audit goes beyond fundamental workplace safety concepts by strengthening participants’ capabilities in establishing, implementing, monitoring, and evaluating Occupational Safety and Health programs.

Throughout the four-day program, participants developed a deeper understanding of systematic safety management and the importance of assessing whether workplace safety policies, procedures, and controls are effectively implemented.

The training also reinforced the role of Safety Officers in identifying gaps, evaluating workplace safety performance, recommending corrective and preventive actions, and contributing to the continuous improvement of an organization’s OSH programs.

For companies operating in the mining industry, where operations may involve complex and higher-risk activities, developing personnel capable of systematically reviewing safety performance contributes to stronger risk management and more sustainable safety practices.

Four Days of Expert-Led Learning

The first two days, September 16 and 17, were facilitated by Claire Terre, a DOLE Occupational Safety and Health Consultant, DENR Pollution Control Officer, Certified Radiation Safety Officer, and Licensed Chemical Engineer with more than 15 years of experience in Occupational Safety and Health.

Drawing from her multidisciplinary background, Terre provided participants with practical perspectives on safety program management, regulatory responsibilities, and systematic evaluation of workplace safety systems.

The succeeding sessions on September 18 and 19 were facilitated by Salvador John Ocampo, a DOLE Occupational Safety and Health Consultant. His sessions further developed participants’ understanding of safety program evaluation and auditing, helping them connect the principles discussed throughout the course with actual workplace conditions and organizational safety requirements.

The involvement of two experienced OSH consultants throughout the four-day program provided participants with complementary perspectives on developing, reviewing, and continuously improving Occupational Safety and Health programs.
